РУССКО - КИТАЙСКИЙ АТОМ
РОСАТОМ - 8 июня в Пекине состоялось подписание стратегического пакета документов, определяющих основные направления развития сотрудничества между Россией и Китаем в сфере атомной энергетики на ближайшие десятилетия.
Торжественная церемония состоялась в рамках встречи Президента Российской Федерации Владимира Путина и Председателя Китайской Народной Республики Си Цзиньпина.
Пакет документов подготовлен в соответствии с совместным заявлением глав правительств России и Китая о развитии стратегического сотрудничества в области использования атомной энергии в мирных целях, принятого 7 ноября 2016 года. Данный пакет соглашений является крупнейшим в истории российско-китайского сотрудничества в ядерной сфере. Уникальность пакета обусловлена тем, что речь идет о сотрудничестве сразу по нескольким высокотехнологическим проектам, не имеющим аналогов в мировой атомной отрасли.
Подписание дает старт масштабной программе проектов сотрудничества России и Китая:
- Совместное сооружение новых блоков на площадке АЭС «Тяньвань» (блоки №7 и №8). По данному проекту подписан межправительственный протокол и рамочный контракт на сооружение реакторов ВВЭР-1200, которые относятся к новейшему поколению 3+;
- Серийное сооружение АЭС российского дизайна на новой площадке в Китае. Подписан межправительственный протокол и рамочный контракт на сооружение на площадке АЭС «Сюйдапу» двух энергоблоков российского дизайна с реакторами ВВЭР-1200. Данные соглашения предусматривают в будущем возможность сооружения новых блоков;
- Сотрудничество по сооружению китайского демонстрационного реактора на быстрых нейтронах (CFR600). Подписано межправительственное соглашение и рамочный контракт. Российская сторона, имеющая большой практический опыт в создании и эксплуатации быстрых реакторов, будет задействована в части поставок элементов данного демонстрационного реактора, оказании услуг и поставок топлива. При этом важно отметить, что проект CFR600 разрабатывают китайские коллеги;
- Поставка партии российских радионуклидных тепловых блоков (ТБ). Подписан контракт на поставку новой партии ТБ, которые являются элементами радиоизотопных термоэлектрических генераторов (РИТЭГ), для нужд китайской лунной программы.
Генеральный директор Госкорпорации «Росатом» Алексей Лихачёв прокомментировал: «Сегодня Россия и Китай являются лидерами мировой атомной энергетики. Подписанные соглашения являются лучшим подтверждением партнёрских отношений с китайскими друзьями. Отмечу, что за долгое время сотрудничества с нашими давними и надежными партнерами – Агентством по атомной энергии КНР, Государственным энергетическим управлением КНР и китайской корпорацией CNNC, мы создали беспрецедентный уровень доверия. Так, на Тяньваньской площадке у нас фактически выработан формат совместного проектирования и сооружения станции российскими и китайскими специалистами. Мы продолжаем совместно сооружать в Китае самые современные блоки поколения 3+, более того, сегодня договорились о начале сооружения энергоблоков ВВЭР-1200 на новой для нас площадке. У нас масштабные планы по развитию сотрудничества в атомной сфере, причем не только в области АЭС большой мощности».
Справочно:
В соответствии с подписанными контрактами российская сторона будет проектировать ядерный остров станции, а также поставит ключевое оборудование ядерного острова для блоков №7 и №8 АЭС «Тяньвань» и для блоков №3 и №4 АЭС «Сюйдапу». Пуск блока №7 АЭС «Тяньвань» запланирован на 2026 год, блока №8 – на 2027 год. Пуск обоих блоков АЭС «Сюйдапу» запланирован на 2028 год.
АЭС «Тяньвань»
Крупнейший проект сотрудничества России и Китая в атомной энергетике – АЭС «Тяньвань». Генеральный контракт на сооружение энергоблоков №1 и №2 с реакторами ВВЭР-1000 был подписан в 1997 году, уже в 2007 году оба блока были сданы заказчику. В 2010 году был подписан следующий контракт на реализацию второй очереди АЭС с энергоблоками №3 и №4. От блока к блоку эффективность сотрудничества растет, блоки №3 и №4 строятся с опережением графика: энергопуск блока №3 состоялся 30 декабря 2017 года, всего через 60 месяцев с начала сооружения. Сегодня готовится к загрузке ядерного топлива энергоблок №4 – в начале мая был успешно завершен обязательный этап в программе подготовки энергоблока к физическому пуску – «горячая» обкатка реакторной установки. Пуск энергоблока №4 запланирован на конец 2018 года. С вводом энергоблока №4 в эксплуатацию Китай получит АЭС мощностью более 4 300 МВт.
Газоцентрифужный завод и реактор на быстрых нейтронах
Россия и Китай уделяют внимание реализации проектов на всех стадиях топливного цикла. Так, совместно был построен газоцентрифужный завод по обогащению урана и экспериментальный реактор на быстрых нейтронах (CEFR), который был выведен на 100% мощности 22 декабря 2014 года.

ROSATOM - Beijing, China, 8 June 2018 – Russian and Chinese nuclear executives have signed the biggest package of contracts in the history of the two countries' nuclear partnership. The package consists of 4 deals and envisages the construction of 4 Gen 3+ VVER-1200 units (at the Xudabao and Tianwan sites), cooperation in the CFR-600 fast reactor pilot project, and supply of the RITEG (Radioisotope Thermoelectric Generator) parts for China's lunar exploration programme.
The signing ceremony was attended by Russian president Vladimir Putin and People's Republic of China president Xi Jinping.
ROSATOM CEO Alexey Likhachev commented: "Today, Russia and China are the leaders of the world's nuclear energy [industry]. The signing of these agreements is the best confirmation of our partnership with our Chinese friends. I note that over the course of longstanding cooperation with our reliable partners – China's Atomic Energy Authority, the National Energy Administration, and the CNNC corporation – we have created an unprecedented level of trust. Therefore, we developed a framework for joint design and construction at the Tianwan site by both Russian and Chinese specialists. We continue to jointly build the most modern Gen 3+ units in China. Moreover, today we agreed to start the construction of VVER-1200 power units at a greenfield site. We have great plans to cooperate in the nuclear sphere, not only with regard to high-power nuclear power plants."
There were signed two deals on the construction of 4 new units – two at the greenfield site of Xudabao and two at Tianwan (units 7 and 8). All 4 units will feature Russia's latest Gen3+ VVER-1200 reactors. The reactors, as well as all other necessary equipment, will be developed and supplied to the nuclear island by Russian side.
Third deal envisages the supply of equipment, fuel, and services for the CNNC-developed CFR-600 fast reactor pilot project.
Finally, was signed a deal for the supply of radionuclide heat units (UHR) used as parts of radioisotope thermoelectric generators to power equipment in China's space programme, for use in lunar exploration in particular.
Notes to the editor:
The package of contracts was prepared in accordance with a joint declaration by the governments of Russia and China about the development of strategic cooperation on the use of nuclear energy for peaceful purposes.
Russia and China cooperate in various nuclear energy projects, including, but not limited to, the construction of nuclear power plants and supplying isotope products for nuclear medicine.
Tianwan NPP is the largest facility used in Russian-Chinese economic cooperation. Power units No.1 and No.2 were started up in 2007. These first two units of Tianwan NPP annually generate above 15 billion KW/hour of electric power. Power unit No.3 was connected to the grid last December. The design of Tianwan NPP is based on Russia's AES-91 project with a VVER-1000 reactor, which fully meets the requirements of current Chinese, Russian, and IAEA regulation. The construction of Tianwan nuclear power plant is being carried out by Jiangsu Nuclear Power Corporation (JNPC) in cooperation with Russia's Atomstroyexport, a part of the ASE Group of Companies.
