ВЫЗОВЫ МИРОВОГО ЭНЕРГЕТИЧЕСКОГО РЫНКА
ПРАВИТЕЛЬСТВО РОССИИ - 16 июня 2022 - Александр Новак: Конкуренция за энергетические ресурсы продолжит обостряться.
Заместитель Председателя Правительства Российской Федерации Александр Новак выступил в рамках сессии «Мировой рынок нефти и газа сегодня и завтра» на площадке XXV Петербургского международного экономического форума. В дискуссии также принял участие председатель правления ПАО «Газпром» Алексей Миллер.
Как отметил вице-премьер, в настоящее время газовый рынок, хотя и находится под влиянием ряда факторов нестабильности, остаётся сбалансированным, в то время как нефтяной рынок переживает сложный период ребалансировки и активного перенаправления потоков. «Наша страна – мировая энергетическая держава, мы поставляем около 23% газа, такую же долю нефти и нефтепродуктов. Поэтому принятые чисто политические решения относительно запрета на поставку в ряд стран нефти и нефтепродуктов – вызов как для России, так и для всей нефтяной отрасли», – сообщил вице-премьер.
В этой ситуации наиболее важная цель – обеспечение внутренних потребностей страны, которые позволяют экономике оставаться конкурентоспособной, продолжил Александр Новак. В то же время ряд стран Запада ведёт противоположную по смыслу политику, подрывающую стабильность экономик этих стран, заметил он. «В США мы видим рекордные цены на заправках, в Великобритании и ЕС цена на АЗС достигает 2,5 евро. Растут потребительские цены, стоимость услуг ЖКХ, инфляция в США достигает 8,6%, в Европе – более 6%. Становится очевидным, что принятые против России решения носят чисто политический характер в угоду таких же политических амбиций», – добавил вице-премьер.
В результате в мире продолжает усиливаться конкуренция за существующие энергоресурсы: спрос восстанавливается, при этом запасы этих ресурсов уменьшаются, а не растут. «Свободных нефтяных мощностей в мире нет. Конкуренция за энергетические ресурсы продолжит обостряться. Мы ожидаем, что уже к концу года выйдем на допандемийный уровень по спросу на нефть, в ближайшие несколько лет потребность увеличится ещё на 4–5 млн баррелей в сутки, это 5% от общемирового потребления», – отметил Александр Новак.
В этих условиях перестройка поставок энергоресурсов на глобальных рынках ведёт только к нарушению баланса и росту цен. «Если в прошлом году Европа заплатила за энергоресурсы около 350–400 млрд евро, то в этом году переплатит ещё плюс 400 млрд евро. В то же время российские энергоресурсы будут востребованы и конкурентоспособны. Нами реализуется и будет ускорена Восточная газовая программа, проведена стыковка газовых систем Запада и Востока, ускорены переговоры с нашими партнёрами по продаже газа “Силы Сибири – 2”. Что касается СПГ, мы могли бы выйти на показатели минимум 100 млн т по производству СПГ», – добавил Заместитель Председателя Правительства.
В заключение сессии Александр Новак пригласил участников и гостей сессии посетить международный форум «Российская энергетическая неделя», который состоится 12–14 октября 2022 года в Москве.

BLOOMBERG- June 16, 2022 - Saudi Arabia’s energy minister traveled to Russia in a show of support for the fellow OPEC+ member just as the US encourages the cartel to pump more oil and isolate Moscow.
Prince Abdulaziz bin Salman met Deputy Prime Minister Alexander Novak on Thursday at the St. Petersburg International Economic Forum, a flagship conference that almost all Western officials and business executives are avoiding this year following Russia’s invasion of Ukraine.
Ties between the world’s two biggest energy exporters are “as good as the weather in Riyadh,” the prince said. OPEC Secretary-General Mohammad Barkindo, speaking at different event in London, signaled that the group’s coalition with Moscow would endure.
Prince Abdulaziz’s trip comes a month before US President Joe Biden is set to visit Saudi Arabia in an effort to improve relations and coax an increase in oil production to ease record-high gasoline prices at home.
The Organization of Petroleum Exporting Countries and it allies, led by Saudi Arabia and Russia, agreed earlier this month to accelerate the pace of crude output increases in July and August, a gesture that was welcomed by the Biden administration.
Still, OPEC+ has kept Russia, which has been struggling to maintain its production levels amid sanctions, at the heart of the alliance. It remains unclear whether Saudi Arabia and other OPEC members will respond to US requests to keep raising the output beyond August, a move that could alienate Moscow.
Russia “continues to be part” of the oil producers’ partnership and “continues to fulfill their obligations,” Barkindo said in London. “We want to have long-lasting, sustainable relations with these producing countries” in order to “strive for stability in the oil market.”
It’s still to early to talk about a potential extension of the OPEC+ deal, which expires at the end of the year, Russia’s Deputy Prime Minister Alexander Novak said following his meeting with Prince Abdulaziz, as quoted by Interfax. The situation may become clearer by the end of the year, he said.
“We go step by step in OPEC, and don’t get ahead of ourselves,” said Barkindo, who concludes his six-year tenure as the group’s top diplomat next month.
