The benchmark Nikkei average rose 0.7% to 20,177.79

The Nikkei share average fell 1.97% to 19,280.78, slipping further from Friday’s near six-week high of 19,922.

State-owned oil and gas major Gazprom announced on February 20 it is looking to produce hydrogen from natural gas.

The crude stocks held by Saudi Arabia and Abu Dhabi were 1.41 million kiloliters, or 8.87 million barrels, at the end of November, equating to four days of Japanese oil consumption, up from 1.1 million kiloliters a month earlier, according to data released Wednesday by the Ministry of Economy, Trade and Industry.

The project could cost 1 trillion yen ($9.1 billion). The parties plan to make a final investment decision in 2021 and start production in 2027.

The package would come to around 13 trillion yen ($120 billion), but that would rise to 25 trillion yen ($230 billion) when private-sector and other spending are included.
