В мероприятии приняли участие делегации Алжира, Боливии, Египта, Экваториальной Гвинеи, Ирана, Ливии, Катара, России, Венесуэла, Нигерии, Тринидада и Тобаго, Ливии и Венесуэлы, а также Азербайджана, Норвегии, Омана и Казахстана в качестве наблюдателей, и Парагвая как приглашенной страны.
