УРОВЕНЬ СООТВЕТСТВИЯ 104%
МИНЭНЕРГО РОССИИ - Под сопредседательством Министра энергетики Российской Федерации Александра Новака состоялось 11-е заседание Совместного Министерского мониторингового комитета стран ОПЕК и не ОПЕК.
Министерский комитет рассмотрел отчет Совместного технического комитета (СТК) за последний месяц, а также краткосрочный прогноз развития мирового нефтяного рынка, в том числе перспективы его развития в 2019 году.
В ходе заседания были отмечены достижения нефтедобывающих стран, участвующих в исполнении Декларации о сотрудничестве, а также их постоянные усилия по обеспечению равновесия, сбалансированности и стабильности мирового рынка нефти в интересах потребителей, производителей, промышленности и мировой экономики в целом.
В частности, участники отметили, что в октябре 2018 года уровень исполнения Декларации о сотрудничестве участвующими странами составил 104%.
Комитет рассмотрел основные факторы, определяющие спрос и предложение на нефтяном рынке в настоящее время, отметив, что, учитывая текущую неопределенность по ряду вопросов, в 2019 году предложение может расти быстрее мирового спроса. На заседании было также отмечено, что понижение прогноза роста мировой экономики с сопутствующей неопределенностью могут сказаться на мировом спросе на нефть в 2019 году и привести к увеличению дисбаланса на рынке.
В преддверии запланированных на декабрь 2018 года заседаний Мониторинговый комитет поручил Совместному техническому комитету продолжить отслеживать ситуацию на нефтяном рынке с целью уточнения возможных сценариев его развития в свете последних данных. В частности, это касается возможности корректировки объемов добычи нефти в 2019 году, что может потребовать выработки новой стратегии действия для обеспечения равновесия на рынке.
По итогам заседания Министр энергетики Российской Федерации и сопредседатель Совместного Министерского мониторингового комитета стран ОПЕК и не ОПЕК Александр Новак отметил, что состоявшаяся встреча была полезна для обмена мнениями о текущей ситуации на рынке и прогнозах ее развития в 2019 году.
«Были представлены разные прогнозы, мы также отметили, что на рынке есть ряд неопределённостей, по которым нам нужно продолжить мониторинг. Дискуссия показала, что необходимо продолжить следить за ситуацией, и в начале декабря обсудить ее и принять решение. Также мы обсудили и то, что необходимо продолжить взаимодействие в 2019 году - мы видим, что могут быть разные ситуации на рынке, в том числе и несбалансированность», - отметил глава Минэнерго России.
Министр особо подчеркнул, что Россия продолжает оставаться приверженной подписанным соглашениям и достигнутым ранее договоренностям о мониторинге добычи.
«Россия продолжит действовать сообща с другими участниками соглашений для того, чтобы рынок был сбалансирован и стабилен. Мы в этом заинтересованы как и все другие страны», - добавил Александр Новак.
Министерский комитет выразил особую благодарность министру энергетики ОАЭ и председателю Конференции ОПЕК 2018 года Сухейлю Мухаммеду Фараджу аль-Мазруи за проведение заседания Министерского комитета в Абу-Даби, а также всем представителям ОАЭ за организацию встречи на столь высоком уровне.
Заседание прошло накануне открытия Международной нефтегазовой выставки и конференции ADIPEC 2018, крупнейшего международного мероприятия, участие в котором принимают министры и ведущие руководители нефтегазового сектора, совместными усилиями определяющие будущее мировой нефтегазовой отрасли. Напомним, что ADIPEC 2018 пройдет в Абу-Даби 12-15 ноября 2018 года.
Следующее заседание Министерского комитета состоится 5 декабря 2018 года в Вене (Австрия).

CONFORMITY LEVEL 104%
OPEC - The OPEC-Non-OPEC Joint Ministerial Monitoring Committee (JMMC) convened in Abu Dhabi, United Arab Emirates, for its eleventh meeting on 11 November 2018. The Committee reviewed the monthly report prepared by its Joint Technical Committee (JTC) and the short-term developments in the global oil market, including prospects, as well as scenario analysis for 2019.
The JMMC acknowledged the achievements of participating producing countries of the Declaration of Cooperation (DoC) and their continuous efforts in pursuing a balanced and sustainably stable global oil market, serving the interests of consumers, producers, the industry and global economy at large.
Additionally, the JMMC noted that countries participating in the DoC have achieved a conformity level of 104% in October 2018.
The Committee reviewed current oil supply and demand fundamentals and noted that 2019 prospects point to higher supply growth than global requirements, taking into account current uncertainties.
The Committee also noted that the dampening of global economic growth prospects, in addition to associated uncertainties, could have repercussions for global oil demand in 2019 – and could lead to widening the gap between supply and demand.
In advance of the scheduled meetings in December 2018, the JMMC directed the JTC to continue closely monitoring oil market conditions and further refine the scenario analysis based on updated data, with regard to options on new 2019 production adjustments, which may require new strategies to balance the market.
The JMMC paid special tribute to HE Suhail Mohamed Al Mazrouei, Minister of Energy and Industry of the UAE, and President of the OPEC Conference in 2018, for graciously hosting the Committee, as well as to all involved from the UAE for the excellent arrangements for the meeting.
The meeting took place in advance of ADIPEC 2018, 12-15 November, a premier international event that gathers influential ministers, industry leaders to interact and create synergies on 'shaping the future world oil and gas industry'.
The next meeting of the JMMC is scheduled to take place on 5 December 2018 in Vienna, Austria.
