BANGLADESH LNG ENERGY: $3 BLN

PLATTS - Germany's Siemens AG and Bangladesh's state-run North-West Power Generation Company Ltd Friday signed a joint development agreement to develop a 3,600 MW power plant at Payra in southern Bangladesh that will run on regasified LNG.

It will be the largest power plant in the country and will cost around $3 billion to build, NWPGCL managing director Khurshedul Alam told S&P Global Platts on the sidelines of the signing ceremony in Dhaka.

The project will adopt an integrated approach to LNG sourcing, procurement, transportation, re-gasification and delivery to plant, electricity generation and supply to the national grid, he said.

NWPGCL has acquired 100 acres of land for the power plant, to be developed through a new joint venture company, adjacent to the1,320 MW Payra thermal power plant that is currently under construction, Alam said.

The first 1,200 MW phase of the gas-fired power plant is expected to be commissioned by December 2021 and the second 2,400 MW phase by December 2022, he added.

Siemens and NWPGCL inked a memorandum of understanding for the project on November 5, 2017.

The signing of the latest agreement will help finalize agreements for power purchases, implementation, LNG sales and purchases, land lease, EPC contract operations and maintenance, Alam said.

Siemens Bangladesh CEO Prabal Bose said Siemens has so far installed about 6 GW of electricity in Bangladesh, and was the only technology partner in the country to build high voltage direct current transmission stations for power connectivity.
