БОЛЬШЕ РУССКОГО СПГ В ЯПОНИЮ
МИНЭНЕРГО РОССИИ - Министр энергетики Российской Федерации Александр Новак принял участие во встрече Президента Владимира Путина с Премьер-министром Японии Синдзо Абэ.
Стороны обсудили актуальные вопросы двусторонних отношений, в том числе в сфере энергетики.
«Магистральным направлением двустороннего сотрудничества является энергетика. При участии японских компаний в рамках проекта «Ямал СПГ» в июле была запущена вторая технологическая линия завода по производству сжиженного природного газа. Ведется строительство третьей очереди общей мощностью 16,5 миллиона тонн», - сказал Владимир Путин.
Президент добавил, что прорабатываются возможности подключения японских партнеров к другим СПГ-проектам, сооружению перегрузочного комплекса СПГ в Камчатском крае, расширяется взаимодействие в ядерной сфере. Владимир Путин также отметил, что российские и японские фирмы ведут совместную деятельность по освоению Чаяндинского нефтяного месторождения в Иркутской области. Глава государства подчеркнул, что прогресс наблюдается в ряде других отраслей энергетики.
По итогам переговоров лидеров стран Министр энергетики РФ Александр Новак отметил, что показатели поставки энергоресурсов из России в Японию демонстрируют высокие показатели. «За первое полугодие 2018 г. по сравнению с аналогичным периодом 2017 г. отмечается рост поставок СПГ на 1,3 млн тонн до уровня 4,7 млн тонн. Экспорт угля в первом полугодии 2018 г. увеличился на 200 тыс. тонн до уровня 8,1 млн тонн», - сказал Александр Новак.
В качестве примера успешного российско-японского сотрудничества Министр также отметил проект «Ямал СПГ» при участии японских инжиниринговых компаний, выход на полную мощность которого запланирован не позднее 2019 года.
«В соответствии с заключенными ранее Меморандумами продолжается обсуждение возможностей сотрудничества в рамках проекта «Арктик СПГ 2», - добавил Александр Новак.
Министр сообщил, что продолжается сотрудничество в рамках действующих проектов «Сахалин-1» и «Сахалин-2», в которых японские компании владеют 30% и 22,5% акций соответственно. «Также идет работа в рамках реализации третьей технологической линии завода по производству сжиженного природного газа в рамках проекта «Сахалин-2». «Газпром» ведет переговоры с японскими компаниями по совместной реализации проекта «Балтийский СПГ», - сказал Александр Новак.
По словам Министра, также развивается сотрудничество в области атомной энергетики, использования возобновляемых источников энергии и энергоэффективности.
«Активно продвигается строительство ветропарка в поселке Тикси Республики Саха (Якутия). На площадке уже смонтированы ветроустановки. Рассчитываем подключить ветроэлектростанцию к существующей энергосистеме до конца этого года. Кроме того, рассматриваются вопросы совместного строительства ветропарков в Чукотском АО, Приморском крае и увеличения мощности уже существующего ветропарка в Камчатском крае», - рассказал Александр Новак.
По итогам переговоров были подписаны следующие документы в сфере энергетики:
Меморандум о взаимопонимании между ПАО «НОВАТЭК» и Японской национальной корпорацией по нефти, газу и металлам (JOGMEC).
Меморандум о взаимопонимании по продвижению ветряной энергетики в Приморском крае (между Администрацией Приморского края, корпорацией Mitsui и Komai Haltec)
Исполнительное соглашение между Агентством по атомной энергии Японии и АО «Наука и Инновации» (Госкорпорация «Росатом»)

Он подчеркнул, что Россия является надёжным партнёром для Японии в области СПГ. В последние годы доля российского газа в общем объеме поставок на рынок Японии находится на уровне не ниже 8%. При этом в январе текущего года Россия поставила на рынок Японии около 667 898 тонн СПГ, заняв пятую строчку среди основных экспортеров СПГ в эту страну, рассказал министр.

RUSSIAN LNG FOR JAPAN
PLATTS - Russia and Japan are considering further expansion of their economic cooperation, a core element of which is energy projects, following a meeting between national leaders and the signing of new cooperation agreements between several companies in Vladivostok on Monday.
"The energy sector is a key area of bilateral cooperation," Russian President Vladimir Putin said following a meeting with Japanese Prime Minister Shinzo Abe, ahead of the opening of the Eastern Economic Forum in Vladivostok on Tuesday.
Putin said the LNG sector in particular was a key focus area for future cooperation, noting that Japanese companies may take part in the planned expansion of Sakhalin 2, Arctic LNG 2 and Baltic LNG projects as well as an LNG transshipment facility in Kamchatka.
Following the meeting on Monday, several Russian and Japanese companies signed agreements, including Novatek and Jogmec who signed a memorandum of understanding on LNG cooperation.
The MoU covers exploring opportunities for cooperation "on Novatek's projects in the Yamal and Gydan peninsulas, including the Arctic LNG 2 project and on developing a regular transport link via the Northern Sea Route for LNG deliveries to the Japanese and Asia-Pacific markets, as well as exploring LNG marketing opportunities in the Asia-Pacific region," Novatek said.
Novatek CEO Leonid Mikhelson said Japan was "one of the most significant global LNG markets. We expect further expansion of cooperation in this area which will facilitate the development of trade and economic relations between our countries."
Welcoming international interest in the project, he said: "Our prolific hydrocarbon resource base combined with our experience in implementing large-scale LNG projects and navigating the Northern Sea Route creates a solid platform for mutually beneficial cooperation."
Other deals signed after the meeting included an agreement on the key terms of construction of a methanol production unit and chemical plant in Volgograd, signed by the Russian Direct Investment Fund, Japan's Marubeni Corporation and AEON Infrastructure Corporation. Japanese corporation SBI Holdings also agreed to join a consortium of investors in Sovcombank, RDIF said.
Putin is due to meet Chinese and South Korean leaders as well as hold further talks with Abe this week.

PLATTS - Japan's LNG imports slipped 2.6% year on year to 7.9 million mt in March with imports from Papua New Guinea dropping, Ministry of Finance data released Thursday showed. PNG LNG had shut its plant after a massive earthquake hit the region on February 26. Japan's imports from PNG fell 65.7% from a year ago to 145,580 mt, or about two cargoes, in March.
