CHINA'S COAL IMPORTS +10%

ГАЗПРОМ - 6 ноября 2019 - В Санкт-Петербурге состоялась рабочая встреча Председателя Правления ПАО «Газпром» Алексея Миллера и Уполномоченного Федерального Правительства ФРГ по транзиту газа через Украину Георга Графа Вальдерзее.

Стороны обсудили вопросы взаимодействия «Газпрома» и Украины в газовой сфере с 2020 года.

Алексей Миллер обратил внимание, что до заключения нового транзитного контракта необходимо решить комплекс принципиально важных вопросов. Первый — урегулирование судебных споров между «Газпромом» и украинской стороной. Это означает взаимный отказ от претензий и прекращение судебных разбирательств между ПАО «Газпром» и НАК «Нафтогаз Украины» по контрактам на поставку и транзит российского газа, восстановление баланса коммерческих интересов сторон. Речь также идет об отмене решения Антимонопольного комитета Украины о наложении на «Газпром» штрафа за якобы злоупотребление монопольным положением на рынке транзита газа Украины и восстановлении нарушенных имущественных прав компании в стране.

Второй важный вопрос — готовность Украины к прямым закупкам российского газа с 2020 года и определение объемов таких закупок. Решение украинской стороны напрямую влияет на пропускную способность российской газотранспортной системы, которую должен поддерживать «Газпром» на границе с Украиной.

Кроме того, в рамках имплементации положений Третьего энергетического пакета ЕС в национальное законодательство Украине необходимо, в частности, обеспечить реальную независимость национального регулятора и создать сертифицированного независимого газотранспортного оператора. Если украинская сторона не успеет закончить эту работу к 1 января 2020 года, «Газпром» готов к продлению на переходный период действующего транзитного контракта с учетом актуальных рыночных условий.

CHINA'S COAL IMPORTS +10%

PLATTS - China imported 276.24 million mt of coal over January-October, up 9.6% year on year and closing in on its 2018 full year import volume of 281 million mt, preliminary General Administration of Customs data released Friday showed.

The country imported 25.68 million mt of coal in October, up 11% year on year, the GAC data showed.

The October total was down 15% from September, which market sources attributed to the week-long Golden Week holiday early in the month.

Chinese traders have reported seeing coal import restrictions imposed to varying degrees across several regions of China over the past few weeks as the year-to-date import total nears that of the full year 2018 total, and expect further restrictions to be imposed in the run-up to year end amid official moves to contain coal imports.

The preliminary import totals include thermal and coking coal and do provide a breakdown by grade. This is typically included in more detailed GAC data due for release later in the month.

City gas demand is likely to experience rapid growth over the next 10-15 years, driven by consumption growth from heating and the public sector. This growth will be supported by China's growing urbanization and urban gasification, which are expected to exceed 70% within the next decade, up from 59.7% and 50.9% at the end of 2018, respectively.

CHINA'S GAS PRODUCTION WILL UP

In June 2019, the Chinese government introduced a subsidy program that established new incentives for production of natural gas from tight formations and extended existing subsidies for production from shale and coalbed methane resources. This subsidy is scheduled to be in effect through 2023. In addition to the changes in the subsidy program, the government allowed foreign companies to operate independently in the country’s oil and natural gas upstream sector.
