ГАЗПРОМ: МЕНЬШЕ СЛАНЦЕВОГО ГАЗА
ГАЗПРОМ - 25 ноября 2020 - Совет директоров ПАО «Газпром» принял к сведению информацию о перспективах развития отрасли сланцевого газа и сжиженного природного газа (СПГ) в различных регионах мира, возможностях и угрозах для компании.
Было отмечено, что кризисные явления 2020 года привели к сокращению спроса и снижению цен на энергоносители, включая природный газ. В отрасли сланцевого газа негативные последствия коснулись прежде всего США, на которые приходится порядка 95% его мировой добычи. Согласно оценкам аналитиков, в ближайшие годы темпы роста добычи сланцевого газа в США могут значительно снизиться.
Развитие производства газа из сланцев в других странах в перспективе до 2030 года не окажет значимого влияния на мировой рынок газа и деятельность «Газпрома».
Для компании добыча сланцевого газа не является перспективным направлением развития деятельности в связи с высокой обеспеченностью доказанными запасами газа традиционных месторождений, его экономическими и экологическими преимуществами.
На заседании отмечено, что макроэкономическая ситуация негативно отразилась на долгосрочных перспективах развития отрасли СПГ. Пока в 2020 году было принято лишь одно окончательное инвестиционное решение по новому проекту производства СПГ. Кроме того, предполагаемые сроки запуска ряда проектов были перенесены на более поздние.
В 2020 году в результате низкой конкурентоспособности поставок из США покупатели отказались от большого числа партий СПГ, произведенного в этой стране. В связи с этим загрузка мощностей по сжижению газа в США в летние месяцы была существенно ниже их проектной производительности.
Наблюдаемый спад активности может в долгосрочной перспективе привести к уменьшению прогнозируемых объемов предложения СПГ на мировом рынке и образованию дополнительной ниши для поставок газа «Газпрома». При этом СПГ из США не может рассматриваться в качестве основы энергетической безопасности для крупных стран-потребителей газа и тем более целых региональных рынков, таких как европейский.
По актуальным оценкам, к 2030 году основной прирост импорта СПГ придется на страны Азиатско-Тихоокеанского региона, включая Китай, который будет увеличивать закупки в дополнение к наращиванию импорта российского трубопроводного газа.
Россия обладает достаточным ресурсным потенциалом для роста производства СПГ. Вместе с тем, возможность транспортировки газа в виде СПГ целесообразно использовать для диверсификации направлений экспорта и выхода на новые рынки сбыта, не обладающие возможностью его импорта по газопроводам.
Правлению поручено продолжить работу по оценке перспектив развития отрасли сланцевого газа и СПГ в различных регионах мира.

GAZPROM: U.S. SHALE GAS WILL DOWN
GAZPROM - November 25, 2020 - The Gazprom Board of Directors took note of the information about the growth prospects of the shale gas and liquefied natural gas (LNG) industries across the world, as well as opportunities and threats facing the Company.
It was highlighted that the crises of 2020 have caused a decline in the demand and prices for energy sources, including natural gas. In the shale gas sector, the most affected player has been the United States, which accounts for about 95 per cent of global shale gas production. According to analysts, the growth rates of U.S. shale gas production may show a considerable decrease in the coming years.
The development of shale gas production in other countries in the period to 2030 is unlikely to have a significant impact on the global gas market and Gazprom's activities.
For the Company, shale gas production is not a viable prospect in view of the extensive proven reserves of conventional gas, as well as the economic and environmental advantages of such gas.
It was noted at the meeting that the macroeconomic situation has had an adverse impact on the long-term prospects of the LNG sector. So far in 2020, only one final investment decision on a new LNG production project has been made. Moreover, the tentative launch dates for a number of projects have been postponed.
U.S. exports have proven insufficiently competitive in 2020, leading buyers to cancel the purchase of a large amount of U.S.-produced LNG. As a result, U.S.-based gas liquefaction facilities were operating at the rates substantially lower than their design capacity this summer.
The current slowdown may cause the projected demand for LNG in the global market to dwindle in the long term, creating another niche to be filled by Gazprom's gas supplies. Besides, U.S. LNG cannot be considered as a possible basis for energy security in major gas importing countries, let alone in the markets spanning entire regions like Europe.
According to the latest estimates, the principal increase in LNG imports by 2030 will occur in the Asia-Pacific region, including China which is going to ramp up its purchases in addition to importing more Russian pipeline gas.
Russia's resource potential is sufficient to boost the country's LNG production. At the same time, it would be reasonable to use LNG transportation capacities to diversify export routes and enter new sales markets that cannot be reached by gas pipelines.
The Management Committee was tasked to continue evaluating the development prospects of the shale gas and LNG industries around the world.
