RUSSIA LIMITS GHG EMISSIONS
ENERDATA - 9 Nov 2020 - The Russian president has signed a decree ordering the government to work towards a cut in greenhouse gas (GHG) emissions to 70% of their 1990 level by 2030 (i.e. a 30% cut in GHG emissions over the 1990-2030 period), taking into account the maximum possible absorptive capacity of forests. Since Russia's GHG emissions (including forests) have halved since 1990, this decree would allow the country to significantly increase GHG emissions by 2030.
Russia ratified the Paris agreement on climate change in September 2019 and its nationally determined contribution (NDC) aims to limit GHG emissions to 70-75% against 1990 levels by 2030. Russia's energy-related CO2 emissions in 2019 were around 20% below their 1990 level, at around 1 750 MtCO2.
