МИНЭНЕРГО РОССИИ - Москва, 19 мая. – Министр энергетики Российской Федерации Александр Новак в режиме видеоконференции принял участие в заседании Высшего Евразийского экономического совета.
Президент Российской Федерации Владимир Путин подчеркнул, что Россия заинтересована в обеспечении динамичного развития объединения.
«Оно работает уже более пяти лет, способствует решению важнейших задач по развитию национальных экономик, повышению уровня жизни наших граждан. Именно на дальнейшее углубление сотрудничества ориентирован проект Стратегии развития евразийской экономической интеграции на перспективу до 2025 года. Его принятие создаст надежную основу для дальнейшего углубления интеграции наших экономик и расширению областей нашего сотрудничества», - сказал Владимир Путин.
Проект документа практически согласован, за исключением пункта по тарифам на транспортировку газа, продолжил он.
«Имеется формула, которую поддерживают три страны – Россия, Казахстан и Киргизия – ее суть в том, что подходы к ценообразованию на газ можно было бы определить позднее на переговорах по формированию общего рынка газа Евразэс. Эту формулу пока не принимают наши армянские и белорусские коллеги, у них своя точка зрения по этому вопросу. Если бы они смогли согласиться с ней, то других препятствий на пути одобрения Стратегии не осталось бы вообще», - отметил Президент.
Что касается предлагаемого представителями Армении и Белоруссии единого тарифа на услуги по транспортировке и транзиту газа, Россия считает, что единый тариф может быть реализован лишь на едином рынке с единым бюджетом, единой системой налогообложения, подчеркнул Владимир Путин.
«Столь глубокий уровень интеграции в Евразэс пока еще не достигнут, мы об этом с вами хорошо знаем, а пока цены на газ должны формироваться на основе рыночной конъюнктуры, учитывать затраты и инвестиции поставщиков, а также обеспечивать обоснованную норму прибыли на вложенный в добычу капитал. Это обычная мировая практика. Если позиции наших армянских и белорусских друзей останутся без изменений, то, наверное, было бы логично вообще исключить пункт по газу из проекта Стратегии, чтобы одобрить ее сегодня. Обсуждение же подходов к ценообразованию на газ можно будет продолжить по линии экспертов государств-членов Евразийской экономической комиссии», - предложил он.
Утверждаемая Стратегия развития евразийской экономической интеграции будет действовать в период до 2025 года, к этому моменту также должна завершиться работа по формированию общего рынка газа стран объединения, отметил Александр Новак по итогам заседания.
«Работа в этом направлении ведется планово, в соответствии с Договором о ЕАЭС общий рынок газа должен заработать уже с начала 2025 года», - добавил Министр.

REUTERS - MAY 19, 2020 - Oil prices rose for a fourth straight session on Tuesday amid signs that producers are cutting output as promised just as demand picks up, stoked by more countries easing out of curbs imposed to counter the coronavirus pandemic.
Brent crude climbed 25 cents, or 0.7%, to $35.06 a barrel by 0629 GMT, after earlier touching its highest since April 9.
U.S. West Texas Intermediate crude was up 43 cents, or 1.4%, at $32.25 a barrel. It rose as high as $33.44 earlier in the session, hitting its highest since March 16.
The June WTI contract expires on Tuesday, but there was little sign of a repeat of the historic plunge below zero seen a month ago on the eve of the May contract's expiry amid signs that demand for crude and derived fuels is recovering from its nadir.
The July WTI contract was in line with the June contract, rising 22 cents a barrel.
The market was boosted earlier by signs that output cuts agreed by the Organization of the Petroleum Exporting Countries (OPEC) and others including Russia, a group known as OPEC+, are being implemented on the ground.
OPEC+ has cut its oil exports sharply in the first half of May, companies that track shipments said, suggesting a strong start in complying with a new production cut agreement.
"Investors' sentiment has improved as OPEC+ are apparently slashing output as they promised for this month, with more voluntary cuts expected in June," said Hiroyuki Kikukawa, general manager of research at Nissan Securities.
"At the same time, there is growing optimism that the easing of global (coronavirus) lockdowns will help boost economic activity and fuel demand," he said.
In further support for prices, U.S. production is also falling, with crude output from seven major shale formations expected to fall by a record 197,000 barrels per day in June to 7.822 million barrels per day. That would be the lowest since August 2018, according to the U.S. Energy Information Administration.
Also on upside, a recovery in fuel demand in India gathered momentum in the first half of May versus April as curbs on transport and industrial activity were partly lifted in some areas, data from industry sources showed.
Brent turned briefly negative on profit-taking during the mid-day trade in Asia, although it bounced back again later.
"I would not be surprised to see a short-term pull back as strength that we've seen in crude market the last week was quite extraordinary," said Michael McCarthy, chief market strategist at CMC Markets.
Still, demand will recover only slowly as some restrictions remain in place and there is a significant risk of repeat outbreaks and lockdowns, Eurasia Group said in a report issued on Monday.
"Given a global recession, cautious consumers, and a later and potentially worse peak of the coronavirus outbreak in emerging markets such as Latin America, Africa, and South Asia, consumption will remain below 2019 levels of 100 million bpd for some time," it said.
