ROMANIA'S ENERGY TRANSITION €29.2 BLN

ENERDATA29 Sep 2021 - The European Commission has endorsed Romania’s €29.2bn recovery and resilience plans, of which 41% to finance the energy transition. As part of its National Recovery and Resilience Plan (PNRR), Romania committed to exit coal by 2032. Coal accounts for around 15% of Romania’s installed capacity, with 3.2 GW (end of 2020).

A law to address the closure of mines and adopt measures to support coal regions should be passed by mid-2022. The state-owned power utility CE Oltenia might close 5 of its 9 coal mines in 2026. By this date, the country is also expected to convert 1.3 GW of coal-fired power capacity to natural gas (including a mix of gas and hydrogen) or high efficient cogeneration.

In addition, as part of the program, Romgaz plans to develop in Halânga (Mehedinți County) a 150 MW gas-fired power project combined with a carbon capture and storage (CCS) plant. The €320m facility will also include a 100 MW solar project and a green hydrogen production plant. The PNRR aims to add 545 MW of new renewable capacity by the second quarter of 2026, and to reach 6.9 GW of wind and solar capacity by 2030 (from 4.4 GW in late 2020).
