УГОЛЬ РОССИИ НА ЭКСПОРТ
МИНЭНЕРГО РОССИИ - 18 февраля, Москва. – В рамках проекта Энергетической стратегии-2050 прорабатываются механизмы по адаптации угольной промышленности к условиям глобального энергоперехода, рассказал Директор Департамента внешнеэкономического сотрудничества и развития топлвиных рынков Сергей Мочальников на конференции «Argus Уголь России 2022. СНГ и глобальные рынки».
Директор Департамента подчеркнул, что на сегодняшний день Россия обладает достаточно крупными запасами всех видов углей, которые не уступают по своим качественным характеристикам мировым странам.
«Важно, что внутри страны у нас нет никаких проблем с углём, его достаточно. На сегодняшний день существует вопрос только в «доставке» его до потребителей в связи с ограничениями пропускной способности»», – сказал он.
Сергей Мочальников отметил, что в целом сегодня внутренний рынок угля в России стабилен, но есть понимание того, что в свете новых климатических инициатив в перспективе он будет меньше использоваться.
«Угольная промышленность при этом не стоит на месте. Сегодня угольные компании занимаются снижением своей углеродоёмкости. Кроме этого, в рамках проекта актуализированной Энергостратегии к 2050 году выбросы СО2 планируется сократить на 25% или на 19,5 млн тонн до 57,3 млн тонн», – сказал он.
Директор Департамента рассказал, что в последнее десятилетие драйвером развития угольной промышленности является экспорт.
«До 2030 года у нас хорошая перспектива по экспорту и Россия должна занять свою долю на растущем международном рынке угля. В 2021 году её доля в международной торговле составила 16,3 %. Основные страны-экспортёра российской угольной продукции – Китай, Япония, Южная Корея и Индия. С Индией у нас заключен Меморандум о поставках угля до 40 млн тонн коксующегося угля, с Китаем в разроработке Межправительственное соглашение с возможностью увеличения экспорта до 100 млн тонн», – пояснил Сергей Мочальников.
Сергей Мочальников рассказал также о развитии портовых перевалочных угольных мощностей.
«У нас создана инфраструктура по перевалке угля на Дальнем Востоке. Мощности перевалки превышают возможности доставки угля по Восточному полигону. В ближайшие 10 лет ожидаем введение в эксплуатацию ещё трёх-четырёх специализированных терминалов», – сказал он.

REUTERS- Feb 23 - Oil prices stabilised on Wednesday after hitting seven-year highs in the last session as it became clear the first wave of U.S. and European sanctions on Russia for sending troops into eastern Ukraine would not disrupt oil supplies.
At the same time, the potential return of more Iranian crude to the market, with Tehran and world powers close to reviving a nuclear agreement, also kept a lid on prices.
Brent crude rose 11 cents, or 0.01%, to $96.95 a barrel at 0730 GMT, after soaring as high as $99.50 on Tuesday, the highest since September 2014.
U.S. West Texas Intermediate (WTI) crude futures were up 6 cents, or 0.07%, to $91.97 a barrel, after hitting $96 on Tuesday.
"The NATO allies are holding back some punitive measures as bargaining chips, which also means the door to diplomacy is still open. The Iran nuclear deal remains a possibility until it is not," said Vandana Hari, founder of oil market analysis provider Vanda Insights.
"The two factors will leave crude rangebound and hold Brent back from $100 for the time being," Hari added.
Prices jumped on Tuesday on worries that western sanctions on Russia for sending troops into two breakaway regions in eastern Ukraine could hit energy supplies, but the United States made it clear there would be no impact on energy exports.
"The sanctions that are being imposed today as well that could be imposed in the near future are not targeting and will not target oil and gas flows," a senior U.S. State Department official told reporters late on Tuesday.
Sanctions imposed by the United States, the European Union, Britain, Australia, Canada and Japan on Tuesday were focused on Russian banks and elites while Germany halted a major gas pipeline project from Russia in response to one of the worst security crises in Europe in decades.
Further dampening prices was the possible return of more than 1 million barrels per day of crude from Iran, as diplomats said Iran and world powers were on the verge of reaching an agreement to curb Tehran's nuclear programme.
The big unknown is how quickly Iran could actually boost its exports, Commonwealth Bank commodities analyst Vivek Dhar said.
Other members of the Organization of the Petroleum Exporting Countries and their allies, together called OPEC+, have struggled to meet their production targets due to underinvestment in oil infrastructure, and Iran could face the same issue, he said.
