МИНЭНЕРГО РОССИИ- Москва, 23 марта. - На фоне продолжающейся волатильности мировых энергетических рынков углеводороды сохранят свою роль стабильного и наиболее доступного источника энергии. Как отметил Павел Сорокин на панельном заседании пятого международного научно-практического форума «Нефтяная столица», перед отраслью стоит задача по выстраиванию работы ТЭК в новых реалиях.
«Нарушение привычных производственных цепочек приведёт к тому, что страны начнут искать наиболее доступный источник энергии. Углеводороды здесь являются одним из решений», - сообщил заместитель Министра.
Павел Сорокин отметил также важную роль ТЭК России в качестве крупного работодателя и инвестора в экономику в России, а за рубежом – как часть мирового энергетического рынка.
«Россия остаётся ответственным поставщиком нефти и газа, однако мы учитываем и наши интересы на рынке, важность сохранения бесперебойности функционирования сектора. Наша задача в том, чтобы обеспечить все потребности страны, нефтеперерабатывающих заводов, снабжающих страну топливом. Сейчас прорабатываются меры поддержки для НПЗ, обсуждаются вопросы налогообложения в условиях волатильности мировых котировок. Ещё одна важная задача – обеспечение приемлемого уровня цен на заправках», - рассказал Павел Сорокин.
Кроме того, важно не забывать о поиске новых месторождений углеводородов, выстраивании долгосрочной стратегии по использованию минерально-сырьевой базы, продолжил замминистра. Также необходимо обеспечить возможности для максимально полезного использования сырья в нефтехимии.
«В сегменте нефтехимии важно не только обеспечить стабилизацию цен на крупнотоннажные полимеры, но и приемлемую цену самого сырья для них. Без консолидации усилий на этом направлении в будущем мы можем столкнуться с проблемами», - предупредил он.

REUTERS - March 22 - Oil slipped below $114 a barrel on Tuesday, giving up some of the previous day's 7% surge, as European Union members disagreed on a potential oil embargo on Russia, although persistent supply risks limited the decline.
European Union foreign ministers are split on whether to join the United States in banning Russian oil. Some countries, including Germany, say the bloc is too dependent on Russia's fossil fuels to withstand such a step.
Brent crude fell $1.92, or 1.7%, to $113.70 a barrel at 0920 GMT. U.S. West Texas Intermediate crude slipped $2.82, or 2.5%, to $109.3. Both contracts had settled up more than 7% on Monday.
Oil also slipped as the U.S. dollar strengthened after comments from U.S. Federal Reserve Chair Jerome Powell on Monday that flagged a more aggressive tightening of monetary policy than previously anticipated.
A strong dollar makes crude more expensive for other currency holders and tends to weigh on risk appetite.
"The word 'transitory' regarding inflation is a distant memory, chiefly due to rising commodity prices," said Tamas Varga of broker PVM. "Central banks, led by the Federal Reserve stand ready to increase the cost of borrowing significantly."
Brent hit $139 a barrel, the highest since 2008, earlier this month. Threats to supply from the war in Ukraine and attacks by Yemen's Iran-aligned Houthi group on Saudi energy and water desalination facilities limited the downside.
Saudi Arabia said on Monday it would not bear responsibility for any global supply shortages after the attacks by the Houthis, in a sign of growing Saudi frustration with Washington's handling of Yemen and Iran.
In focus later will be the latest round of U.S. inventory data, which analysts expect to show no change in crude oil stocks. The American Petroleum Institute, an industry group, issues its supply report later on Tuesday.

Despite the high discount on Russia's Ural oil premium and sanctions .It seems that the rise in oil prices will eventually lead to the growth of Russia's foreign exchange earnings in 2022 and the improvement of its foreign exchange reserves, which is contrary to the goals of Western sanctions and USA.
