Заместитель Председателя Правительства Александр Новак принял участие в работе второго дня XXVII Петербургского международного экономического форума. Он выступил в рамках панельной сессии «Будущее рынка нефти и газа: перспективы глобального спроса и планы производителей», а также церемонии торжественного запуска двух малых ГЭС в Республике Карелия, провёл встречи с Генеральным секретарём ОПЕК Хайтамом аль-Гайсом и Министром иностранных дел и внешнеэкономических связей Венгрии Петером Сийярто и рассказал о перспективах энергетики в интервью российским и иностранным журналистам.
Программа вице-премьера началась с выступления в рамках панельной сессии «Будущее рынка нефти и газа: перспективы глобального спроса и планы производителей». В дискуссии о будущем рынка нефти и газа также приняли участие представители ведущих мировых производителей нефти и инвесторы отрасли, Генеральный секретарь Организации стран – экспортёров нефти (ОПЕК) Хайтам аль-Гайс, Министр энергетики Королевства Саудовская Аравия Абдель Азиз бен Сальман Аль Сауд, Министр энергетики и инфраструктуры Объединённых Арабских Эмиратов Сухейль Мохамед аль-Мазруи, вице-президент Венесуэлы по вопросам экономики Хосе Ривас, генеральный директор Российского фонда прямых инвестиций Кирилл Дмитриев, председатель правления ПАО «Газпром нефть» Александр Дюков. Её модератором выступил телеведущий и президент ассоциации «Глобальная энергия» Сергей Брилёв.
Александр Новак назвал направления развития российской энергетики, которые определил Президент Владимир Путин. «В первую очередь это обеспечение внутреннего рынка энергетическими ресурсами, то есть обеспечение энергетической безопасности. Это развитие новых направлений – нефтегазохимии, производства СПГ, а также газификация и расширение газопроводной инфраструктуры внутри России. Важное направление, о котором говорил Президент, связано с диверсификацией экспортных поставок, и эта задача решалась на протяжении последних двух лет», – отметил Александр Новак. По его словам, около 80% энергетических ресурсов перенаправлено на дружественные рынки, в основном в Азиатско-Тихоокеанский регион, Африку, страны Латинской Америки. Следующее направление, обозначенное Президентом, касается технологического суверенитета. Перед Россией стоят амбициозные задачи по модернизации ТЭК, внедрению современных цифровых технологий, роботизации, искусственного интеллекта.
Вице-премьер поблагодарил Министра энергетики Королевства Саудовская Аравия принца Абдель Азиза бен Сальмана Аль Сауда за организацию плодотворной встречи участников сделки ОПЕК+ в Эр-Рияде 2 июня. Саудовский принц отметил, что альянс не поддаётся внешнему давлению. «Технология, когда на нас оказывается давление, с нами не работает», – подчеркнул Абдель Азиз бен Сальман Аль Сауд.
В ходе сессии ассоциация «Глобальная энергия» также представила пятый научно-деловой доклад «10 прорывных идей в энергетике на следующие 10 лет», посвящённый технологиям хранения энергии, использованию водорода и новым материалам в энергетике.
«Масштабные сдвиги в мировой энергетике создают идеальные предпосылки для быстрого внедрения инноваций. Разработки, которые ещё вчера были предметом стендовых испытаний, сегодня получают промышленное применение, а завтра будут определять тренды в отрасли. Именно поэтому чрезвычайно важно отслеживать инновации, позволяющие повысить эффективность использования традиционных и новых источников энергии», – подчеркнул Александр Новак.
В ходе встречи с Генеральным секретарём ОПЕК Хайтамом аль-Гайсом вице-премьер подчеркнул приверженность России сделке в формате ОПЕК+ для обеспечения стабилизации и предсказуемости мирового нефтяного рынка. «Из месяца в месяц мы демонстрируем непревзойдённую сплочённость в условиях продолжающихся геополитических и экономических вызовов. Принимаемые решения основаны на реальных показателях и тенденциях рынка. В рамках соглашения Россия подтверждает свою роль надёжного партнёра, намерение и дальше взаимодействовать в данном формате, а также высокую приверженность взятым на себя обязательствам и готовность при необходимости оперативно принять дополнительные меры», – заявил Александр Новак.
На встрече с Министром иностранных дел и внешнеэкономических связей Венгрии Петером Сийярто обсуждались условия сотрудничества двух стран в нефтяной и газовой сфере, в области атомной промышленности и поставок электроэнергии. Также были отмечены перспективы расширения инвестиционного сотрудничества в области здравоохранения с участием венгерских партнёров и РФПИ, а именно проектов в области фармацевтики и лечения онкологических заболеваний. Александр Новак пригласил Петера Сийярто принять участие в Кавказском инвестиционном форуме в городе Грозном, Восточном экономическом форуме во Владивостоке и Российской энергетической неделе в Москве.
Вице-премьер в рамках торжественной церемонии в режиме видеоконференции дал старт генерации электроэнергии на двух малых Белопорожских ГЭС на реке Кемь в Республике Карелия. В церемонии также приняли участие помощник Президента России Николай Патрушев, глава РФПИ Кирилл Дмитриев, председатель правления ПАО «Промсвязьбанк» Пётр Фрадков, руководитель Ростехнадзора Александр Трембицкий, глава Республики Карелия Артур Парфенчиков.
ГЭС стали первым российским проектом, получившим финансирование от Нового банка развития (NDB), учреждённого странами БРИКС. Общая установленная мощность ГЭС составляет 49,8 МВт, проектная среднегодовая выработка электроэнергии превышает 230 млн кВт•ч. В результате ввода ГЭС в эксплуатацию Республика Карелия нарастила генерирующие мощности, сократила энергодефицит и зависимость от привозных видов топлива, получила новые рабочие места и налоговые поступления.
Также в ходе ПМЭФ Александр Новак рассказал о будущем энергетики в интервью российским и иностранным журналистам.

U.S. NUCLEAR EXPANSION
WNN - 07 June 2024 - It is time for the USA to cash in on the experience of nuclear new-build at Vogtle, US Secretary of Energy Jennifer Granholm said at an event held to mark the completion of the two units in Georgia. Restarting recently retired nuclear plants could also play a part in meeting the need for new capacity.
The two AP1000 units built as units 3 and 4 at the Vogtle site near Waynesboro, Georgia, entered commercial operation in July 2023 and April 2024, respectively. Granholm acknowledged the commitment, vision, cooperation and collaboration that went into the project to construct the first US nuclear units in a generation to be built "from scratch".
"This project is a prime example of how first-of-a-kind challenges can become 'nth-of-a-kind' successes, thanks to the work of those who came before and public-private partnerships," she said. First-mover projects of this size are too big and too financially risky for the private sector to do by itself, but are too important for the nation to fail to act, she said.
"To reach our goal of net-zero by 2050, we have to at least triple our current nuclear capacity in this country. That means we’ve got to add 200 more gigawatts by 2050," she said.
"And so it’s time to cash in on our investments by building more these facilities," she added.
In a later interview with Reuters, Granholm said building new reactors at nuclear power plant sites could be a cost-effective way of expanding US nuclear capacity - and also said some recently retired plants could restart. "I do think they can come back," she said, adding that she would be "surprised" if the Department of Energy's Loan Programs Office (LPO) - which recently conditionally committed up to USD1.52 billion for a loan guarantee to Holtec Palisades for its project to bring the Palisades plant back online - was not talking to operators of other shuttered plants about reopening as well. She said she was not involved in LPO's talks. The LPO does not reveal the status of loan applications.
About 30 US nuclear power plant sites have already been licensed or permitted for the construction of more reactors, she said, which would be a cost-effective way of expanding nuclear generation: "So you don't have to go through the whole rigamarole again, you can just use the existing footprint to be able to increase generation capacity."
She also told Reuters that, with the rise in energy demand driven by technologies such as artificial intelligence requiring power-hungry data centres, the US Administration is asking big technology companies to invest in clean energy generation, suggesting that such companies could work together to make use of small modular reactors. Placing orders simultaneously could reduce costs.
"We've been talking with data companies. The large ones have commitments to net-zero and would like to see clean baseload power," Granholm said. "If the tech companies are coming in and are going to pull clean power from the grid, they should bring the power with them," she said.
Georgia Power announced the start of commercial operations at Vogtle 4 in April, joining Vogtle 3 which entered commercial operation in July 2023. Operated by Southern Nuclear on behalf of co-owners Georgia Power, Oglethorpe Power, MEAG Power and Dalton Utilities, the plant is now the largest generator of clean energy in the USA. Georgia Power is a subsidiary of Southern Company.
