It must weigh less than 40 tonnes and be sized for transportability by truck, ship, and C-17 aircraft. Designs must be "inherently safe", ensuring that a meltdown is "physically impossible" in various complete failure scenarios such as loss of power or cooling, and must use ambient air as their ultimate heat sink, as well as being capable of capable of passive cooling.

The United States is expected to become a net exporter of natural gas on an average annual basis by 2018. The transition to net exporter is driven by declining pipeline imports, growing pipeline exports, and increasing exports of liquefied natural gas (LNG).The United States is also projected to become a net exporter of total energy in the 2020s in large part because of increasing natural gas exports.

China is the global leader in methanol use and has recently expanded methanol production capacity. Since the early 2000s, China’s methanol consumption in fuel products has risen sharply and is estimated to have been more than 500,000 barrels per day (b/d) in 2016.

Customs data showed on Monday that diesel exports rose 181.8 percent to a record 1.53 million tonnes, almost tripling China's average monthly export volume in 2015.

"Growth in China's fuel exports will be strong throughout the third quarter," a Beijing-based trader said. "Refiners are starting to tighten crude runs as well as increase exports to balance the surplus in the domestic market."

Total petroleum deliveries (a measure of demand) fell slightly in October by 0.3 percent from year ago levels, according to API’s Monthly Statistical Report for October 2015. Production of all four major products–gasoline, distillate, jet fuel and residual fuels was higher than deliveries for those products, so refined products were exported.
