On the margins of this year’s United Nations Climate Change Conference (COP28), IAEA Director General Rafael Mariano Grossi and OPEC Fund Director General Abdulhamid Alkhalifa signed Practical Arrangements on Cooperation in the Area of Climate Adaptation to enhance collaborative efforts by both entities to develop and implement joint projects on climate adaptation.

The declaration says the countries recognise the need for a tripling of nuclear energy capacity to achieve "global net-zero greenhouse gas/carbon neutrality by or around mid-century and in keeping a 1.5 degrees celsius limit on temperature rise within reach".

The United States is entering a period of severely constrained electric supply. Demand is rising — including anticipated electric load from artificial intelligence, the need to shutter all coal facilities, and the limits to transmission from the renewable resources (wind and sun) 0f the West — and it will overwhelm the system unless it is substantially augmented with new generation.

The goal of global net zero carbon emissions can only be reached by 2050 with swift, sustained and significant investment in nuclear energy. The International Atomic Energy Agency (IAEA) and the Intergovernmental Panel on Climate Change see nuclear as important part of the solution to climate change and energy insecurity.

The Hungarian government plans to extend the service of the Paks NPP. Four of its reactors, build by Soviet specialists some 40 years ago, are to go out of operation between 2032 and 2037, but their life span may be extended by 20 years, to 2052-2057. At the same time, the plant’s units Five and Six are now being built in accordance with Rosatom’s designs.

Nuclear had only partially been included in the commission's proposal for NZIA. Among the 10 technologies it proposed was "advanced technologies to produce energy from nuclear processes with minimal waste from the fuel cycle, small modular reactors, and related best-in-class fuels".

Among the areas for cooperation, the partnership will see the UK and Korea commit to strengthening cooperation on civil nuclear, including on large-scale, small-scale and advanced reactors, decommissioning and waste management, and supply chains.

Following the invasion of Ukraine, things couldn’t be more different, with countries looking to nuclear power as a source of low-carbon power that can diversify their mix from intermittent renewable energy and imported fossil fuels.

Kazakhstan’s National Atomic Company Kazatomprom has signed a contract for the supply of natural uranium concentrate with China National Uranium Corporation Limited (CNUC - a subsidiary of China National Nuclear Corporation).

The Paks II project was launched in 2014 by an inter-governmental agreement between Hungary and Russia for two VVER-1200 reactors (units 5&6) to be supplied by Rosatom.

The agreement was signed by US Secretary of State Antony Blinken and Philippine Department of Energy Secretary Raphael Lotilla on the sidelines of the 30th Asia-Pacific Economic Cooperation Leaders' Summit in San Francisco. The signing was witnessed by Philippine President Ferdinand Marcos.

The agreement also said necessary regulations should be developed to create the conditions for the construction and operation of small modular reactors (SMRs) in Sweden. In addition, the permitting process for nuclear power plants must be shortened.

The recent visit of Russian President Vladimir Putin to Kazakhstan resulted in a raft of agreements covering a wide range of areas.

The energy system for the remote region is a standalone one run by Norilsk-Taimyr Energy Company, part of the Norilsk Nickel group. The city of Norilsk is within the Arctic circle in Russia's north, and has a population of more than 170,000 people.
