Crude's collapse from $100 a barrel since mid-2014 has already pummeled Russia, which relies on energy for about half its budget revenues and 40 percent of its exports. The latest slide compounds the problems facing President Vladimir Putin ahead of elections in 2018.

"Our estimate for next year is around $40 per barrel when estimating budget revenues. At $40 per barrel there is an understanding about how to act. Measures and proposals have been prepared."

CNPC said the entire pipeline project is expected to be completed and operational by the end of 2018. Construction of the Chinese section began in June 2015, while construction of the Russian section began in September 2014.

Next year Georgia plans to increase the volume of natural gas it imports from Russia by 25.2% against 2015 up to 250.5 mcm. According to the natural gas balance for 2016 approved by the Georgian Energy Ministry, it plans to import 65.9 mcm of commercial gas from Russia. Georgia will receive 184.6 million cub.m. (down from 7.7%) from Russian gas transit to Armenia, for which Georgia gets 10% in volume.
